Empowering New Beginnings through Re-Entry Support

When individuals return home to Erie County after incarceration, the path forward can feel overwhelming. Employment, housing, transportation, and access to health care are immediate hurdles, that impact whether a person can truly begin again.

The Erie County Re-Entry Services and Support Alliance (ECRSSA) exists to meet that moment.  Created through the collaborative efforts of Unified Erie and now managed by the YMCA of Greater Erie, ECRSSA serves as a “one-stop shop” for individuals returning from federal, state, or county incarceration. The program inspires hope by meeting people where they are, engages them with coordinated services, and empowers them to build stable, productive lives.

In 2024, ECRSSA served 396 individuals, who each had a unique story and a shared desire for a second chance.  That work recently received a significant boost through a $100,500 Shaping Tomorrow grant from The Erie Community Foundation. The funding allows ECRSSA to keep pace with growing referrals, strengthen employer partnerships, and expand the wraparound supports that are essential to long-term success.

“The YMCA was started as a refuge for young men and an alternative to life on the streets,” said Jim McEldowney, CEO of the YMCA of Greater Erie. “In that way, the ECRSSA program honors the Y’s founding mission. This transformational gift will help strengthen the futures of returning individuals, their families, and neighborhoods across our community.”

Through personalized case management, workforce connections, and comprehensive support, ECRSSA addresses the barriers that too often lead individuals back into the justice system. By aligning resources and opportunity, the program reduces recidivism while strengthening the entire community.
